BIS
The Bureau of Indian Standards (BIS), is the certification andissuing agency of India, is responsible for product certification. BIS consistsof 5 Regional bureaux and 19 sub bureaus.
Certification scope:
1. Textiles;
2. Chemicals and pesticides
3. Cement and concrete;
4. Metal products and imitation metal products;
5. Machinery and equipment;
6. Electrical, electronic and optical equipment;
7. Auto parts;
8. Agricultural products, food, beverages and tobacco;
9. Leather products;
10. Wood products;
11. Paper and pulp products;
12.Test equipment;
13. Building materials;
14. Pumping, irrigation, drainage and sewage installations.
Certification method:
Through the first inspection and evaluation of the factory qualitymanagement system, sample testing, after the confirmation of qualifiedcertification, certification by the factory quality management systemsupervision.
Determine whether the product conforms to Indian standards bytesting samples taken from factories and markets
Certification procedure:
1. Application. Foreign manufacturers wishing to obtain BIScertification generally need to use a special application form and preparerelevant documents to apply to BIS New Delhi headquarters.
2. Records. The BIS examines the application documents andinformation submitted by the applicant, and records the application if theprocedure is complete. The applicant must pay the corresponding processing fee.
3.Initial factory inspection. BIS will assign no more than 2officers to the factory for inspection. The applicant shall bear the expensesof the official delegation's travel to the factory for inspection, visa feesand the corresponding inspection fees.
4. Issue certificates. A certificate may be issued to the applicantif the results of the initial inspection and test are qualified and theapplicant agrees to carry out the BIS-approved inspection and test scheme afterthe certification and pays the BIS identification fee. The certificate is validfor 1 years. After the certificate is awarded, the holder shall pay theidentification fee and certificate annual fee annually.
5. Supervision after certification. BIS supervises the quality ofits certified products by routine supervision of licensees and by surpriseinspection and testing of samples in factories and markets. The certificate canbe renewed if the samples taken from the factory or market are regularlyinspected by the factory and the independent test results meet therequirements. The certificate holder updates the application to the BIS bysubmitting the specified form, and the renewal fee is 500 rupees. The holdermust also bear the cost of sample inspection.
Technical documents needed:
1. Application form;
2. Certificate of the appointment of an agent in India, or of themanufacturer's office in India, and the Permit of the Reserve Bank of India;
3. Documents certifying the establishment of a company, such as aregistration certificate;
4. Process flow chart to explain the whole process of productmanufacturing (from raw materials to finished products);
5. Quality control system (such as quality manual, quality controlplan, test arrangement, etc.);
6. Provide other details of product or system certification, if any.
7. Provide detailed information about components or raw materialsfor product
manufacturing beforecertification, if any.
8. List of machines manufactured;
9.List oftest equipment during testing.
10. Product design;
11. Laboratory Supervisor, technical and QC staff qualification anddetails of the experience;
12.Test reports from accredited independent laboratories or factorylaboratories.
13. The layout plan of the workshop shows clearly the mainproduction machines, laboratories, etc.
14. Traffic maps near factories, maps from the nearest airport orrailway station to factories, and detailed descriptions from India tofactories;
15. Bill of exchange
