The FederalCommunications Commission (FCC) isan independent agency of the United States government created by statute toregulate interstate communications by radio, television, wire, satellite, andcable. The FCC works towards six goals in the areas of broadband, competition,the spectrum, the media, public safety and homeland security, and modernizingitself.
There are twocommon ways of FCC authentication: SDoC and Verification. The procedures ofthese three product certification methods are quite different, and the optionalcertification methods for different products are stipulated in the FCC. Thedegree of authentication is decreasing. In response to these three kinds ofcertification, the FCC committee also has relevant requirements forlaboratories.
The FCC's mission,specified in Section One of the Communications Act of 1934 and amended by theTelecommunications Act of 1996 is to "make available so far as possible,to all the people of the United States, without discrimination on the basis ofrace, color, religion, national origin, or sex, rapid, efficient, Nationwide,and world-wide wire and radio communication services with adequate facilitiesat reasonable charges.
FCC divides theproducts (including personal computers, CD players, photocopiers, radios, faxmachines, video game machines, office machinery, electronic toys, televisionsets and microwave ovens, etc.) into two categories according to their usage: Afor commercial or industrial purposes, B for household purposes. FCC hasstricter regulatory requirements for B products. This is because householdusers generally lack the professional skills training of professionaltechnicians, and the home electrical safety environment is not as favorable asthe office environment. Therefore, the safety requirements for products used byhousehold users are more stringent than those used in commercial and industrialenvironments.
FCC has differentspecifications for different products, such as FCC Rule Part 15 for electronicinstruments, digital equipment and low power transmitters; FCC Rule Part 18 forhousehold appliances microwave ovens; FCC Rule Part 22 for mobile phones; FCCRule Part 95 for remote control toys.
CC usually imposevery severe penalties on illegal products. The degree of punishment isgenerally enough to make the offenders bankrupt and unable to turn over. So fewpeople will knowingly violate the law. FCC specific penalties for penalties foroffending products sellers include the following:
1. All products that do not conform to thespecification will be fined.
2.Impose a penalty of 100 thousand to 200thousand dollars on each person or organization.
3. impose a penalty amounting to double thetotal sales income of unqualified products.
4.The penalty for each violation is $10thousand.

Certificationprocedure:
1. Compliance statement
The responsible party (manufacturer orimporter) will inspect the product at the qualified inspection institutiondesignated by FCC and make the inspection report. If the product meets the FCCstandard, the product will be labeled accordingly. The user's manual will statethat the product meets the FCC standard and the inspection report will be keptfor the FCC request.
2. Apply for FCC ID
First apply for a FRN to fill in other forms. If the applicantapplies for FCC ID for the first time, she needs to apply for a permanentGrantee Code. While waiting for FCC approval to distribute Grantee Code to theapplicant, the applicant should seize the time to test the equipment. The FCCshould have approved the Grantee Code by the time all the materials required bythe FCC are ready and the test report is complete. The applicant completes theFCC Form 731 and Form 159 online with the Code, testing report and requiredmaterials. After receiving the Form 159 and remittance, FCC began to accept theapplication for certification. The average time for FCC accepting IDapplications is 60 days. At the end of the acceptance, FCC will send theOriginal Grant of FCC ID to the applicant. After obtaining the certificate, theapplicant can sell or export the corresponding products.
